摘 要：水利工程建设生态管控约束持续收紧，施工现场生态防护与文明施工普遍存在管理割裂问题。本文依托河道治理工程开展实地调研，梳理两类工作标准化实施路径，梳理现场现存管理短板，从生态施工技术、现场标准化管控、一体化长效机制三个维度配套对应优化方案，构建量化评价模式，形成完整闭环管理体系，可为同类水利项目统筹推进生态保护与文明施工提供实操参考。

bstract: The ecological control constraints for water conservancy construction are continuously tightening, and there are widespread issues of disconnect between ecological protection and civilized construction management on construction sites. Based on field research carried out on river management projects, this paper summarizes standardized implementation paths for two types of work, identifies existing management gaps on-site, and proposes corresponding optimization solutions in three dimensions: ecological construction technology, on-site standardized management, and integrated long-term mechanisms. A quantitative evaluation model is established, forming a complete closed-loop management system, which can provide practical reference for similar water conservancy projects in coordinating ecological protection and civilized construction.
